Option in notices to display to languages

I know I can manually display a message to a language set by using an if statement, but I rather do it with the notices features. One reason is because vbseo displays this message with javascript.

It would be a nice addition to add 'Language' to the criteria for displaying notices to members. This way I can easy display a message to, for example, everyone that lands on a Chinese translated page - perhaps with a human translation.
