You do not have executed two steps from the manual:
Turn off option SEO Functions->Dynamic META TAGS->"Replace the 'META KEYWORDS' Content?"
Turn off option Other Enhancements->Cleanup HTML Code->"Cleanup HTML Code"
First do these steps.
