Your rules are commented so those are not working... You have to uncomment it. Also those are not all necessary vBET rules (see here for details: vBulletin.org Forum - View Single Post - vB Enterprise Translator)... Please send your whole .htaccess content - we will send you back appropriate one.

Also please send your forum URL - rules must be changed it you are using subdirectory for forum in URL.

The issue is that flags do not have appropriate links and you have redirection. Please make sure that you set appropriate value for vBET parameter "Link Type" you should set it to VBSEO_URI and probably you have it wrong right now.
