As per title, filter of text outside message/posts.

Accepted. We already have setting for ignored words, but now it is working only for message body. We will also support it in message title.

Still it will not be supported for template parts for performance reasons. For those just set once manually not translated areas in your templates.

Idea of automatic translation ignore for specified words is for incoming messages which you do not control and which comes all the time.
