You are right, when you have a flags in footer-bottom position I can't see the anme of flags.
I have solution for you:
1. go to admincp->Styles & Templates->Search in Templates
2. find vbenterprisetranslator_flag template
3. open vbenterprisetranslator_flag
4. in this template find:
PHP Code:
alt="$flagName" 
5. and replace with:
PHP Code:
title="$flagName" 
Should, work - tested on my test forum.
